Faces Behind Ruto's Powerful Economic Advisory Team

  • President William Ruto appointed a vast team of economic advisors to foresee implementation of The Plan in running his government.

    Those appointed included former Cabinet Secretary Adan Mohammed, Dr Kamau Thugge, Josphat Nanok, Dr Nancy Laibuni, and Dr Augustine Cheruiyot among others. The Council is chaired by renowned economist Dr David Ndii.

    Kenyans.co.ke looks the profiles of the men and women, tasked with turning around the economy.

    1. Dr David Ndii— Chairperson, President’s Council of Economic Advisors
    Economist David Ndii was appointed as the chairperson of the President’s Council of Economic Advisors (CEA).

    He was involved in the crafting of the Kenya Kwanza manifesto which was anchored on the bottom-up economic model.

    Ndii previously served as an economic advisor to the Government of Rwanda and led the NARC Economic Recovery Strategy (ERS) taskforce which was widely credited with the post-2003 economic recovery in Kenya.

    He co-founded Kenya’s first independent policy think tank, the Institute of Economic Affairs, together with Prof. Anyang’ Nyong’o.

    He holds a Master’s and Bachelor’s degrees from the University of Nairobi, a Doctorate and Master’s degree in economics from the University of Oxford.

    He was an open critic of the economic policy of former President Kenyatta’s administration, writing several open letters criticizing the government’s economic policies and borrowing of loans.

    He opposed Kenyatta and former Prime Minister Raila Odinga’s signature handshake project, the Building Bridges Initiative (BBI).

    Together with other activists, he petitioned the High Court of Kenya in the landmark case which was argued all the way to the Supreme Court of Kenya leading to the collapse of the Building Bridges Initiative.

    2. Dr Kamau Thugge – Senior advisor and head of fiscal affairs & budget policy
    Dr Thugge is a Former PS, Treasury. 

    He has a Doctor of Philosophy (PhD) in Economics from Johns Hopkins University, USA, a Master’s in Economics from Johns Hopkins University, USA and holds a Bachelor of Arts (Economics) from Colorado College, USA.

    He served in President Kenyatta’s administration where he was faced corruption charges alongside former Treasury CS Rotich.

    Thugge’s charges were, however, dropped.

    President Ruto appointed him as head of Fiscal Affairs and Budget Policy in the new administration.

    Prior to his appointment, he worked as a senior economic adviser in the Ministry of Finance from the year 2010.

    He was the head of the Fiscal and Monetary Affairs Department, Treasury between 2004 to 2005, and the Economic Secretary and Head of the Economic Affairs Department, Treasury between 2005 and 2008.

    3. Dr Augustine Cheruiyot – Senior Advisor and Head of Economic Transformation Secretariat

    He is an Economist by profession and served as Chief adviser on food security and agriculture in Ruto’s campaign team.

    He will now serve as Senior Advisor and Head of the Economic Transformation Secretariat.

    4. Dr Nancy Laibuni – Associate Member, President’s Council of Economic Advisors

    Dr Laibuni an Agricultural Economist holds a PhD from Humboldt University, Berlin, Germany.

    She is a Senior Research and Policy Analyst with over 20 years of experience in the agriculture sector.

    Dr Laibuni holds advanced skills in agricultural public policy analysis, value chain analysis, public expenditure analysis as well as food security.

    She has managed several research projects, and published and advocated various policy issues in the agricultural sector via various dissemination channels including journal publications, conference papers, print media, and technical policy publications.

    Between March 2009 and Jan 2010, Dr Nancy Laibuni was promoted to senior research officer. She only served for 6 months before she left to work at the Kenya Institute for Policy Public Research and Analysis (KIPPRA).

    While serving at KIPPRA, she focused on public policy analysis, value chain analysis, public expenditures, and food security.

    5. Mr Mohammed Hassan – Member, President’s Council of Economic Advisors
    Hassan has experience in international and regional capital markets that spans over 21 years, having held various leadership positions.

    Among the notable positions include his position as the Board Chairman of the National Bank of Kenya. 

    Has also served as the Managing Director and Chief Executive Officer of Dyer and Blair Investment Bank and Chairman of Kenya National Trading Corporation.

    Hassan was a member of the New Partnership for Africa’s Development (NEPAD) Kenya steering committee. 

    6. Adan Mohamed – Member President’s Council of Economic Advisors
    He’s a former Cabinet Secretary for the East African Community (EAC).

    Prior to his appointments, Adan Mohamed had served as the managing director at a local, bank. He served as Industrialization CS in 2013 during President Kenyatta’s first term.

    Mohamed resigned in February to vie for Mandera gubernatorial seat on a Jubilee Party ticket in the August 9 polls but lost to Mohamed Khalif of the United Democratic Movement. (UDM).

    Mohamed was one of only five Cabinet Secretaries who had served in former President Uhuru Kenyatta’s Cabinet since he assumed office in 2013.

    7. Vincent Machuki – Member President’s Council of Economic Advisors

    Machuki is a Strategic Management scholar and consultant who holds a Bachelor of Arts degree in Linguistics from Moi University, an MBA and PhD degree in Strategic Management from the University of Nairobi.

    Prof. Machuki is currently the Director of Kisumu Campus of the University of Nairobi and an Associate Professor in the Department of Business Administration, Faculty of Business and Management Sciences.

    Machuki has also served as the Coordinator of Strategy and Business Development in the former School of Business, University of Nairobi.
