Ledama Advises Ruto on Disbursement of Ksh 50B Hustler Fund

  • Narok senator, Ledama Ole Kina, proposed changing the structure of President William Ruto’s hustler fund to have it managed by governors.

    The vocal senator wants Ruto to distribute Ksh47 billion as part of the hustler fund through governors as a conditional grant.

    If Ledama’s proposal is adopted, the hustler fund will be moved away from the Ministry of Co-operatives and devolved to the 47 counties. 

    “County Governments should administer Ruto’s Hustler Fund as a special conditional grant,” Ledama opined.

    Each governor will be given Ksh1 billion to disburse, which will be audited quarterly for accountability.

    “Senate should oversight the fund, to make sure Wanjiku will benefit otherwise another NYS saga loading,” Ledama commented further.

    He, however, did not explain whether a new motion may be moved in Parliament to ratify the changes nor how the grant would be managed.

    With the rising corruption cases in counties, a section of Kenyans argued that such gaps must be filled before the money is handed over to governors. 

    Some wondered why the county bosses could not implement their projects based on Ruto’s model. 

    Ledama was also urged to refrain from advising Ruto on his own brainchild but rather allow the project to be solely managed by Kenya Kwanza’s administration. 

    “Ruto planned for the project before he took over the government. He has to implement it at his own pace at his own terms,” a comment in response to Ledama’s post read. 

    Ole Kina’s advice on the hustler fund came at a time when the government released penalties for not repaying the loan.

    Treasury CS, Njuguna Ndungu, proposed up to Ksh10 million or an alternative jail term of five years for hustlers who misappropriate the funds and its assets. 

    Individuals who provide falsified information during the application for the fund will also face the same penalties.
